This is a very beautiful little dress. It's strapless with a black bodice, and it would be adorable with a little half-jacket or cropped shirt would be mighty cute for this. Simple black flats would be fine with this, with white stockings underneath. A black waist-belt would do nicely as well.
I definitely suggest not dressing too brightly with this, because your main focus needs to be with the indigos and violets of the dress.
